Meet Rayjand Talaban Gellamucho

If you’ve ever crossed paths with the startup and tech ecosystem in Western Visayas, chances are you’ve already heard his name. Rayjand Talaban Gellamucho is one of the region’s recognizable faces when it comes to innovation, entrepreneurship, and community-driven development — and for good reason.

From Classrooms to Ecosystems

Rayjand’s journey started with a solid academic foundation: a Bachelor’s degree in Computer Science from what is now ISAT University, followed by a Master’s in Information Technology from West Visayas State University, and a Diploma in Organization Development from Ateneo Center for Organization Research & Development. But it didn’t stop there. He’s taken his learning global — from the World Economic Forum’s Global Shapers Curators Conference in Geneva, to innovation missions in Israel, to international forums and benchmarking in Taiwan, Japan, and Hong Kong.

Today, he serves as the General Manager of the Kwadra Technology Business Incubator and Head of the IPMO – Knowledge and Technology Transfer Department at ISAT University, where he focuses on nurturing deep tech startups geared toward sustainable development. He also leads as Assistant Program Leader of the UMWAD Consortium and heads DOST-YFI Philippines’ Bakal Lokal MSME Digital Transformation and FyrLab Acceleration Programs.

A Builder at Heart

What sets Rayjand apart is that he doesn’t just talk about building ecosystems — he actually builds them. He co-founded ventures like Mulave Studios, Produkto Lokal Inc., and WIP ICT Solutions, and helped launch community movements such as the Lokal Kita, Innovate Iloilo, and Farm2Future PH.

He’s also been recognized as a DICT Rainmaker: Startup Community Champion and received the prestigious DOST Rainmaker Award for his outsized role in advancing the regional startup scene.

Tech for People, Not Just Profit

At the core of everything Rayjand does is a simple but powerful belief: technology should uplift people. Whether it’s leading blockchain-integrated e-commerce research, developing data-driven agricultural solutions, or mentoring the next wave of entrepreneurs at Produkto Lokal Social Enterprise or ISAT U Kwadra TBI — his work is always grounded in real community impact.

He’s a policy advocate, a university instructor, an technology commercialization specialist, and a mentor — all rolled into one.
